Scenes include footage from above the rescue helicopter while they winch a person from their vessel into the coast guard helicopter. The impact of operating in such conditions is to accelerate the need to replace operational systems. Unfortunately, the Congress is more interested in funding operations, than paying for the inevitable recapitalization costs which come with the high tempo operations of the USCG. There needs to be a policy change to pay for recapitalization costs associated with surge operations as well such as in the current Gulf oil spill.
