MUMS-14 and the Long Arc of 2nd MAW: Closing a Gap First Identified Twelve Years Ago

A light rain fell over the parade field at Marine Corps Air Station Cherry Point on the morning of June 16, 2026, but it did nothing to slow the proceedings. Under a covered pavilion ringed with the stadium-style red seats that mark official functions on the station, Marines and their families bowed their heads for the invocation, the band assembled on the brick footbridge near 2nd Marine Aircraft Wing headquarters, and a color guard stepped off across the wet grass carrying the National Colors alongside a crimson guidon embroidered with an eagle, globe and anchor and a scroll reading “Marine Unmanned Maintenance Squadron 14.”

By the time the ceremony closed with a salute, a sword passed hand to hand, and an embrace between two Marine officers in front of the formation, the Corps had done something it had never done before: stood up a squadron built from the ground up to keep its Group 5 unmanned aircraft flying in the field.

Marine Unmanned Maintenance Squadron 14, or MUMS-14, was activated that day as a subordinate command of Marine Aircraft Group 14, part of 2nd Marine Aircraft Wing, the aviation combat element of II Marine Expeditionary Force. Lieutenant Colonel Jeffrey F. Carben assumed command, Sergeant Major Tavaris J. Douglas stepped in as senior enlisted leader, and Colonel Benjamin W. Grant, MAG-14’s commanding officer, presided over the exchange of colors and the passing of the sword of office. MUMS-14 is now the Corps’ first and only unit organized, trained and equipped specifically to provide organic-level maintenance for Group 5 unmanned aerial systems — chiefly the MQ-9A Reaper — at forward locations.

For anyone who has followed 2nd MAW only in the present tense, the ceremony reads as administrative housekeeping dressed up in tradition. But having tracked this Wing for the better part of fifteen years through the Osprey’s vindication, the F-35’s arrival at Cherry Point, the CH-53K’s digital transformation, and the slow, often frustrating maturation of its unmanned aviation enterprise, I see June 16, 2026 differently. MUMS-14 closes a structural gap that Marines at Cherry Point were already describing, in almost exactly these terms, twelve years earlier.

A UAV Squadron Pushing the Envelope, 2012

The thread starts well before the MQ-9A entered the conversation. In 2012, Major General Hedelund, then commanding 2nd MAW, described the Wing’s UAV squadron as one of the engines of innovation he was counting on as the F-35 approached: the unit was flying the RQ-21A Blackjack and using an early run in Afghanistan to learn what the airframe could and could not do, with the emphasis falling less on the air vehicle itself than on the payloads it could carry. It was, in his framing, one piece of a broader push, alongside the Osprey, electronic warfare integration, and the coming Joint Strike Fighter — to get 2nd MAW thinking in “big chunks of operational space” rather than in legacy platform terms.

That optimism met its limits quickly once I sat down with the squadron itself.

The Maintenance Problem, Named in 2014

In 2014, I visited VMU-2 at Cherry Point and talked at length with its commanding officer, Lieutenant Colonel Kris Faught, about where Marine Corps unmanned aviation actually stood. The RQ-21A Blackjack had real virtues, a non-proprietary payload bay that let multiple vendors build sensors for it, a useful endurance window, a low noise signature — but Faught was candid about what the platform, and the institution around it, still lacked. The UAV’s support equipment, he pointed out, was bought by different parts of the Marine Corps without the UAV specifically in mind, which meant the expeditionary footprint could never be optimized the way the airframe’s design intended. And the aircraft itself, for all its utility, was not built to the reliability standards of manned aviation: it used unique, often fragile parts, and waterproofing alone was a persistent maintenance headache.

Faught’s blunt assessment of the category as a whole was telling: ask a child what the thing on the tarmac is, he said, and the child will say it’s an airplane but it isn’t built like one. That gap between what an unmanned aircraft needed to be sustained like a real, enduring aviation asset, and what the institution had actually built to sustain it, is the precise gap MUMS-14 exists to close. It just took twelve more years.

“The Reaper Is the Best Thing Out There,” 2015

The clearest evidence that the Corps already knew where this was heading came a year later, in 2015, on a return visit to VMU-2. The squadron’s operations officer and his colleagues were unsparing about the limitations of the Shadow and the RQ-21A, short range, oversized footprint relative to payload, an intelligence-community-owned concept of operations inherited wholesale from Afghanistan rather than integrated organically into the MAGTF’s fire support architecture.

Asked what a better path looked like, given that USAF Predators were starting to come off lease as Afghanistan wound down, one Marine officer didn’t hedge: the Reaper, he said, was the best thing out there, whether you looked at speed, range or endurance, and you could put its ground control station anywhere you wanted within the operational area.

That is worth sitting with. Eleven years before MUMS-14’s activation, and roughly six years before the Marine Corps formally committed to fielding the MQ-9A in 2nd MAW, the squadron flying the RQ-21A had already concluded that the Reaper was the answer to the operational question it was wrestling with. What it could not yet answer was the maintenance question, how an institution built around manned aviation logistics chains would sustain a Group 5 unmanned aircraft once it left the flagpole. That question sat unresolved for the better part of a decade while the operational case for the MQ-9A kept strengthening.

The Transition Becomes Official: 2021 to 2025

By 2021, the institutional commitment had hardened into a program. Colonel Williams, then commanding MAG-14, told me directly that VMU-2 would transition from the RQ-21 to Reapers in the FY25 timeframe, even as the Group simultaneously absorbed the first F-35s and wound down its Harriers, a level of simultaneous transition that, as Williams candidly put it, was a genuine management challenge for the Group’s leadership. By the time I catalogued 2nd MAW’s order of battle as of July 2025 for my book on 2nd MAW, VMU-2 at Cherry Point was already listed in its new role: the MQ-9 Reaper fleet replacement squadron. The airframe transition the Marines at VMU-2 had been arguing for since 2015 had arrived. What had not yet arrived was the maintenance organization to match it.

That training and standup function has since been carried by Marine Unmanned Aerial Vehicle Training Squadron 2, VMUT-2, the “Night Owls,” also under MAG-14 — which has been assembling and flying 2nd MAW’s MQ-9A Reapers as the Wing completes its transition away from the RQ-21A, and which now runs the Corps’ organic syllabus for MQ-9A pilots and sensor operators. VMUT-2 gave 2nd MAW a homegrown bench of aircrew rather than one borrowed from the Air Force’s existing Reaper enterprise. But training aircrew and sustaining airframes in the field are two different institutional problems, and bundling them inside one training squadron was never going to scale to the way the Corps actually intends to use the MQ-9A.

Why the Split Matters

That intended use is considerably more ambitious than the RQ-21A’s old portfolio. The MQ-9A is being built into a multi-mission ISR and targeting node for the MAGTF and the joint force, meant to support distributed maritime operations and expeditionary advanced base operations across both land and sea, flying from dispersed, often austere locations rather than a single established airfield with a contractor logistics tail parked nearby. That is precisely the expeditionary employment concept Faught and his Marines were straining toward in 2014 with a far less capable airframe, and precisely the concept that exposes how inadequate ad hoc or borrowed sustainment arrangements would be at scale.

MUMS-14 is the answer to that exposure. It is organized and resourced specifically around MQ-9A Reaper sustainment, providing organic-level maintenance for the air vehicle and its surrounding system of systems, sensors, communications relays, ground control stations, when the aircraft is operating away from Cherry Point. VMUT-2 owns training and operations; MUMS-14 owns forward maintenance. That division mirrors the structure the Corps has long used in manned aviation, where a Marine Aviation Logistics Squadron such as MALS-14 also resident at Cherry Point separates intermediate-level maintenance from the flying squadrons it supports. MUMS-14 extends that same institutional logic into the Group 5 unmanned world, purpose-built around a remotely piloted, geographically distributed platform rather than a manned aircraft tied to a single flight line.

A Fourth Thread in the Same Transformation Story

Across the fifteen years chronicled in this book, 2nd MAW’s transformation has been anchored by three platforms — the F-35B, the V-22 Osprey, and the CH-53K — each treated not as an isolated acquisition but as the nucleus of a broader enterprise requiring new training, new doctrine, and new ways of thinking about distributed combat power. The unmanned thread running through VMU-2, then VMUT-2, and now MUMS-14, has been quieter and slower, but it follows the identical pattern: a platform proves its operational case in the field, the institution eventually commits to it as permanent rather than experimental, and only then does the Corps build the dedicated sustainment architecture that lets the capability actually persist under operational demand rather than merely appear in an exercise.

The payoff lands on II MEF’s plate. As 2nd MAW completes its MQ-9A fielding, II MEF can deploy Reaper detachments with their own organic maintenance support rather than depending on the Air Force or contracted logistics to keep aircraft flying once they leave Cherry Point, a meaningful change for a stand-in force expected to sustain persistent unmanned ISR, targeting, and communications relay across dispersed, sometimes contested locations under an expeditionary advanced base operations concept. None of that persistent coverage means anything if the aircraft providing it cannot be kept mission-capable once it leaves a fixed installation, which is exactly the failure mode Faught was describing back in 2014, before the institution had a name for the unit that would eventually fix it.

Lieutenant Colonel Carben told those gathered at Cherry Point that standing up the squadron marked a significant step forward for Marine Corps aviation, and that the unit’s job was to give the Corps a persistent, expeditionary maintenance capability that strengthens deterrence and supports Marines operating forward. It would take disciplined, technically skilled Marines, he said, to keep these systems flying. Watching that ceremony unfold from the vantage point of fifteen years of visits to this Wing, what struck me most was not the choreography familiar to anyone who has stood on a Marine parade field but the quiet closure of a loop that had been left open since a Marine Corps lieutenant colonel first told me, in a Cherry Point hangar in 2014, that the UAVs on his flight line weren’t really built like airplanes yet.

With VMUT-2 handling training, MALS-14 providing the broader logistics architecture already in place at Cherry Point, and MUMS-14 now filling the maintenance gap in between, 2nd Marine Aircraft Wing has finally assembled the full institutional chain needed to operate the MQ-9A as a standing, organic, expeditionary capability, not a borrowed or contracted one, and not, after twelve years, an experiment any longer.
